Apple Tv does not show up on airplay

I just bought an apple tv 3rd gen and i cannot discover it on either my ipad or computer for airplay, i know that it is connected to the internet because i am able to do everything else such as watch netflix i just can not see my apple tv for airplay. i have also scrolled down the list of apple tvs too so im not just missing it on the list. Thanks for any help! also i am connected to home sharing
